Project Descriptions:
The Project aims to establish a comprehensive water and atmospheric environment protection and development planning system for Laos, cultivate environmental management and technical talents, and help them to enhance their meteorological business service capacities. The Project strengthens practical cooperation such as environmental demonstration and capacity building through project implementation, systematically enhancing Laos' ecological and environmental protection capacities, supporting Laos in establishing practical and effective atmospheric and water environment management policies and planning system, and creating project model for China-Laos cooperation.

The Project is China's first national level environmental planning TA project, which promotes the construction of a community with a shared future between China and Laos and implements global development initiatives.

The services we provide:
Development of Integrated Water Environment Management Plan: Focus on the scale and treatment process plan for urban wastewater treatment facilities in key cities, and propose wastewater network construction plan for stormwater and sewage separation, and formulate a comprehensive rectification plan for urban poor water quality bodies. By identifying the administrative divisions, discharge outlets, natural protected areas, and habitats of animals and plants along key rivers in Laos, a proposal for the layout of water quality monitoring network sections for major rivers in Laos is proposed. Based on the population size of the basin and the development trend of industry, a comprehensive pollution prevention and control roadmap for key basins in Laos is formulated.

Development of Air Environmental Pollution Prevention and Control System Construction Plan: Based on the administrative division boundaries of Laos, tourism development areas, layout of industrial and mining enterprises, and meteorological conditions, a proposal for construction of atmospheric environmental monitoring network in Laos is put forward. Research and analyze the composition and sources of air pollutants in key cities, and based on atmospheric environmental diffusion conditions, energy structure, industrial scale, and the growth rate of motor vehicles and population, an urban atmospheric environmental quality simulation model is constructed. In response to prominent atmospheric environmental issues such as industrial enterprise emissions, infrastructure construction, open burning, and motor vehicle exhaust, the construction scheme of air environmental pollution prevention and control system in Laos is formulated.

Counterpart Implementation of Environmental Pilot Projects: Carry out two demonstration projects in the following typical industries and regions: Domestic Wastewater Treatment Demonstration Project (planned in certain urban area of Vientiane or tourist area in Laos, combined with the formulation of a domestic wastewater treatment plan for the demonstration project site, to carry out pilot testing), and Atmospheric Environment Monitoring Capacity Enhancement and Demonstration Project.

Training and Regulatory Capacity Building in Environmental Field: Conduct a comprehensive study on the current human resource input and environmental management capacities in the field of ecological and environmental protection in Laos, as well as the application level of modern technological methods. Analyze the deficiencies in personnel and institutional establishment, financial support, capacities of environmental regulatory personnel, and management technologies and methods.
