Customized Low-carbon Development Model for Rural Areas and Small and Medium-sized Towns: Study on Policy and Guidance Optimization Model for Revitalizing Rural Areas through Low-carbon Energy Infrastructure in Rural Areas

source:Home station    Number of views:39 time

Project Type:International Organization Technical Assistance Project

Project location: Northwest, north east, and southwest

Project Duration: 2023

Client: ADB

Project Highlights:

Promote net zero carbon emissions in rural areas
Reduce barriers to private sector access to the market

Project Descriptions:
It is an energy model customization project supported by ADB. The task is to propose the best customized photovoltaic (PV) development model in selected rural areas, and expand this model from PV power station to other clean energy deployments, including wind energy, biomass energy, and geothermal energy. By modifying policies/regulations to reduce PV installation costs and promote clean energy supply infrastructure, local rural areas can collaborate with enterprises to allocate income reasonably, promote employment, and reduce poverty. This will further support net zero carbon emissions in rural areas, bringing clean air that accompanies economic growth to rural areas.

The main research findings of this project include local policies and guidelines on affordable low-carbon energy supply in rural areas, as well as reducing barriers for private sector to access to the market. The report includes the followings: (i) best technological model for deploying rural revitalization through renewable energy, (ii) best economic model for deploying rural revitalization through renewable energy, including innovative financing solutions suitable for rural areas, and (iii) policies and/or guidelines for providing low-carbon energy supply infrastructure in rural areas to government decision-makers.

The services we provide:
Feasibility Study: Standardize the classification of rural areas, select demonstration (sample) villages, and collect detailed data on the selected villages and towns.

Propose Investment Suggestions: Propose optimized poverty alleviation model in terms of technology and economy, develop low-carbon energy supply infrastructure suitable for the objective conditions of selected rural areas, identify candidate future investment projects and conduct project impact assessments, and prepare knowledge products that meet the project requirements.

Capacity Building: Share and popularize low-carbon energy model in rural areas, provide relevant knowledge products for energy and agricultural sectors in impoverished areas of China. Organize seminars, hold training courses, strengthen inter institutional coordination, promote the actual implementation and effective replication and promotion of project results.
