Project Description:
This is a comprehensive rural poverty alleviation project in cooperation with the WB and the Government of Guangxi Zhuang Autonomous Region. The Project is scheduled from June 19, 2017, to June 30, 2024, covering 54 townships and 120 administrative villages in 10 counties (cities, districts) such as Tiandong, Pingguo, Leye, Tianlin, Yizhou, Donglan, Bama, Fengshan, Du'an, and Dahua, including 95 impoverished villages. The total population is 261,300, of which 222,700 are ethnic minorities, and 69,400 are out of poverty.
In the selected project areas, the Project aims to enhance the income opportunities for impoverished farmers by demonstrating new industrial chain development models. The Project supports the development of farmers' professional cooperatives, improves the agricultural product market system, creates distinctive brands, and develops organic and green agricultural products, thereby increasing the added value of products, promoting the income growth and poverty alleviation, and sustainable regional development of the poor population in the project areas.
The Project consists of four subprojects:
(i) Enhancing the poverty oriented value chain, including two components: Cooperative Development Fund and the Enterprise Supporting Grant.
(ii) Improve public infrastructure and services, including two components: rural infrastructure and industrial chain risk management.
(iii) Increase investment in impoverished areas, including two components: construction of business incubation centers and improvement of financing channels.
(iv) Project management, monitoring and evaluation, and learning.
The services we provide:
EED supports the development of pilot industry value chain models through project management, facilitating project farmers to increase their income. EED mainly provides consulting services in the following areas:
Project Plan Management - Responsible for summarizing, preparing, and reviewing annual project plan for the entire region, and submitting to WB for review; Responsible for preparing TOR for TA projects; Guide the project counties to prepare annual project plan.
Project Implementation Guidance and Review - Responsible for regularly providing project implementation guidance and review to project city and counties, and submitting supervision and review reports. Regularly supervise and review project city and counties with problems, and submit special supervision and review reports; Responsible for managing the MIS, providing corresponding suggestions on project management, financial management, and procurement management, ensuring timely entry and data quality of the project MIS; Responsible for formulating annual performance target management and guiding monitoring work, and reporting in writing to the PPMO on completion of county-level performance targets every six months.
Procurement and Contract Management - Responsible for preparing procurement plan, summarizing and reviewing annual procurement plan prepared by CPMOs, and providing consulting services for procurement activities; Conducting system input work for procurement plans and their corresponding processes; Guiding CPMOs in procurement work, providing site guidance services for procurement and contract management, and ensuring that project procurement activities comply with WB and national procurement procedures. Assist in establishing procurement and contract file management, recording the entire process of procurement and contract implementation.
Financial Management - Responsible for establishing financial management system that meets WB and national requirements, including accounting, budget and final accounts, financial statements, internal control, WB loan fund withdrawal and reimbursement management, counterpart fund management, and project audit system; Responsible for reviewing the withdrawal and reimbursement materials submitted by CPMOs, summarizing and submitting to higher-level organizations for review; Responsible for providing site guidance services to PPMO and CPMOs, monitoring project financial work, conducting regional financial reviews every six months, and ensuring that project financial management is carried out in accordance with WB and national financial management requirements.
Project Report Management - Responsible for summarizing MIS data, preparing project implementation quarterly, semiannual, and annual progress reports; The progress reports should include project progress, procurement, financial, social and environmental safeguard management, monitoring and evaluation indicator management, and other related content; Responsible for preparing other project reports required by WB and PPMO.
Enterprise Counterpart Grant Project Management - Responsible for regularly publishing recruitment advertisements for enterprises every six months, receiving applications from enterprises, collecting investment plans from enterprises, organizing review work, and assisting PPMO in review and approval; Responsible for drafting financing agreements for counterpart grant projects for enterprises (expected total of 15-20), and conducting periodic supervision and guidance on project implementation by enterprises.
Social and Environmental Safeguard Management - Responsible for reviewing and managing social and environmental safeguard measures of cooperative investment plan, enterprise investment plan, commercial incubation center construction plan, and domestic counterpart funding projects submitted by PIUs.
