Project Description:
It is a key construction project under the ADB GMS cooperation framework, focusing on the North-South Economic Corridor. The Project is supported by funding through innovative financing models such as multi-tranche financing facility (MFF) and financial intermediation lending (FIL). The Project is implemented in three phases, with a total ADB loan of US$ 450 million. The Project aims to support Guangxi in participating in regional cooperation and development, with the emphasis on promoting comprehensive development in the region's economy and society.

The Tranche 1 Project includes two parts: investment loan (Loan3501) and FIL (Loan3508). The construction content includes (i) Construction of Fangchenggang Training Center for PRC and Vietnamese Workers and SMEs; (ii) Development of Pingxiang Cross-border Labor Cooperation Demonstration Park; (iii) China-Vietnam Pingxiang Border Service Center; (iv) Development of Smart Port for Longbang Border Economic Zone; (v) Improvement of Training for PRC and Vietnamese Workers and Local SMEs; (vi) Roads and Facilities of Sino-ASEAN Snack Food Town located in Pingxiang; (vii) Pilot Project of Sino-Vietnamese Cross-border Labour Cooperation in Pingxiang City - Equipment Procurement and Construction Project; (viii) Equipment for Sino-ASEAN Institution of Metrology and Testing Center Capacity Building and Improvement; (ix) Project Management and Capacity Building; (x) Guangxi SMEs Financing Project.

The construction content of Tranche 2 Project includes: Chongzuo Sino-Viet Nam Border Economic Cooperation Zone Demonstration Project (Phase I), Dongxing Changhu Road East Section Construction Project, Road Connectivity in Pingxiang (Guangxi)-Lang Son (Viet Nam) Cross-Border Project, Qinzhou Bonded Port Cross Border Trade E-Commerce Industrial Park Project, Qinzhou International Cold-Chain Logistics Demonstration Project, China-ASEAN SME Synergy Innovative Development Project, China-ASEAN Educational Medicare Cooperation Project, Project Management Capacity Building and related topic research subprojects.

The construction content of Tranche 3 Project includes: Baise Cross-border Agricultural Products Industry Chain Upgrading Project, Chongzuo Cold Chain Logistics Demonstration Project, Chongzuo Sino-Viet Nam Border Economic Zone Demonstration Project Phase II, Chongzuo Daxin Sino-Viet Nam Cross-border Tourism Project, Fangchenggang Sino-ASEAN Trade and Culture Exchange Center, ASEAN Education Cooperation Base Construction of Guangxi Polytechnic of Construction (GXPC), Project Management Capacity Building and related topic research subprojects.

The implementation of these projects has facilitated the implementation of the regional cooperation development strategy and action plan between Guangxi and ASEAN countries. It has boosted the interconnectivity of infrastructure between Guangxi and ASEAN countries, achieving an optimized allocation of border trade and cross-border production factors. This has advanced the formation of an economic corridor based on the north-south transportation of the GMS. Moreover, it is in harmony with China's regional development strategy and the regional development pace of Guangxi, promoting economic and trade exchanges and cooperation between Guangxi and ASEAN countries. It has met the needs for harmonious economic development between Guangxi and ASEAN countries as a whole.

The services we provide:
EED is committed to results-oriented approach and efficient project management. By providing practical management and capacity building solutions to the EAs, we assist PMOs and IAs in meeting the requirements of ADB and local governments during project implementation, to achieve the goal of successful implementation of loan projects.

Project Management Support - EED develops annual and phased work plans tailored to project features, addresses issues encountered during the project and provides timely summaries and feedback; establishes project performance monitoring system (PPMS), assists in guiding the development of management information system (MIS) team, which will include all data and records in project management process; provides procurement and contract management support for implementation of project activities; assists project governments and enterprises in developing human resource development plan, and provides technical support for human resource management and capacity enhancement; establishes financial management system that meets the ADB and local requirements, assists in withdrawal, reimbursement, and payment work; conducts project technical reviews and construction site reviews.

Environmental and Social Management Support - EED assists PMOs and PIUs in monitoring and implementation of EMP, SDGAP, RAP, and LAP.

Capacity Building and Training Support - EED tailors comprehensive training plans for the PMOs, project governments, PIUs, contractors, and other relevant departments; produces and creates project videos to promote project outcomes and best practices; sorts out the successful project experiences and implementation plan, and compiles the relevant results for publication.
