Chinese Consulting Services Set Sail Globally: EED Supports the Safe Operation of Sinopec’s Overseas Energy Assets

With the formulation of the 15th Five-Year Plan and the explicit emphasis on promoting the high-quality “going global” strategy for Chinese-funded enterprises, together with policy guidance issued by five ministries including the Ministry of Commerce on building an integrated overseas service system, China’s outbound investment and economic cooperation are entering a new stage characterized by green, safe, and sustainable development. Against this backdrop, Chinese consulting institutions are continuously leveraging their professional strengths on the international stage, supporting the establishment of compliant and robust global operational and management systems, and demonstrating to the world the professional value of Chinese consulting services.

Recently, the Energy and Environmental Development Research Center (EED) reached a cooperation agreement with Sinopec (Hong Kong) Co., Ltd., under which EED will provide on-site safety inspection services for 34 overseas fuel stations located in Singapore, Laos, Thailand, and Australia. This project is based on internationally accepted Health, Safety, and Environment (HSE) management systems and closely integrates the laws, regulations, and industry practices of the host countries with Sinopec Group standards. Comprehensive audits will be conducted at the target fuel stations, covering safety management systems, facilities and equipment safety, fire protection and emergency preparedness, as well as hazard rectification and closed-loop management. Through on-site diagnostics, EED aims to accurately identify potential risks and assist Sinopec’s overseas stations in establishing systematic and localized risk prevention and control mechanisms, thereby comprehensively enhancing the safety performance and sustainable development capacity of overseas assets, and effectively aligning with national policy orientations on safety assurance and high-quality development of overseas projects.

This cooperation not only demonstrates the technical capabilities and service excellence of EED, but also represents a concrete practice of EED’s proactive response to the national “going global” strategy for energy enterprises and its commitment to supporting the safe and stable operation of overseas energy assets. In view of Singapore’s stringent regulatory environment, Australia’s well-established standards system, as well as the differentiated market conditions in Thailand and Laos, EED will establish a cross-cultural project team led by senior international HSE experts to ensure the delivery of customized solutions that are both fully aligned with international norms and closely adapted to local realities.
