Recently, to effectively advance the planning and reserve work of rural revitalization projects during the "15th Five-Year Plan" period, the Foreign Capital Project Development Center for Rural Revitalization of Guangxi Zhuang Autonomous Region organized a "Special Training Program on Rural Revitalization Project Planning". The Beijing Energy and Environment Technology Development Center (EED) was invited to attend and deliver a special sharing session on "Rural Revitalization and Agricultural Foreign Capital Reserve Projects", providing participants with cutting-edge concepts and practical operational guidelines.

Hong Zhifang, Manager of EED's International Consulting Department and Senior Environmental Expert, systematically elaborated on the comprehensive value of foreign capital projects in terms of capital innovation, strategic security, green development, institutional innovation, and international cooperation around the "Five-Dimensional Value Matrix of Utilizing Foreign Capital". Combining Guangxi's geographical advantages adjacent to ASEAN, its foundation in characteristic agricultural industries, and the dividends from overlapping multiple policies, she accurately pointed out that three major directions—smart agriculture and digital villages, in-depth integration of rural primary, secondary, and tertiary industries, and addressing climate change in the agricultural sector—are the key entry points for proactively planning foreign capital projects that align with policy orientations.
She also professionally interpreted the loan policies, supported areas, and application processes of major international institutions such as the Asian Development Bank (ADB), the World Bank (WB), the New Development Bank (NDB), the Asian Infrastructure Investment Bank (AIIB), and the International Fund for Agricultural Development (IFAD), with a focus on analyzing the key points of project design. Through local successful cases such as the "ADB Loan Guangxi Environmentally Sustainable Rural Development Demonstration Project" and the "World Bank Loan Guangxi Poor Areas Rural Poverty Alleviation Pilot Demonstration Project", she shared practical experience in project planning, financing arrangements, environmental and social assessment, and procurement management. She emphasized that project design should closely focus on cutting-edge fields such as "ecological circular agriculture", "zero-carbon villages", and "digital rural logistics", so as to achieve a high degree of alignment with the "dual carbon" goals, the rural revitalization strategy, and the key support directions of international institutions.

This training featured substantial content and typical cases, effectively enhancing the professional capabilities of participants in the planning, design, reserve, and application of rural revitalization foreign capital projects.
