Recently, the inspection meeting for the Asian Development Bank (ADB) loan project "Strengthening Public Health Mechanism Construction Project" was successfully held in Yan'an City, Shaanxi Province. As the management consulting and capacity-building institution for a key sub-project—the "ADB Loan Guiyang Traditional Chinese Medicine Public Health Service System Construction Project" (hereinafter referred to as the Guiyang Sub-Project)—the Energy and Environment Development Research Center (EED) participated in the entire meeting. Its professional support role was highly praised by both the ADB inspection team and the Guiyang Project Management Office, providing a solid guarantee for the smooth progress of the project.

The ADB loan "Strengthening Public Health Mechanism Construction Project" has a total amount of 301 million euros. It aims to comprehensively enhance the quality of regional public health services by supporting the construction of medical facilities and public health mechanisms in Yan'an City, Shaanxi Province; Guiyang City, Guizhou Province; and Fangchenggang City, Guangxi Zhuang Autonomous Region.

During the meeting, the EED team systematically reported to the ADB inspection mission, led by Mr. Najibullah Habib, Senior Health Expert of the ADB, on the specific progress and groundbreaking achievements of the Guiyang Sub-Project in areas such as implementation schedule, financial management, procurement processes, and environmental and social safeguards. The inspection mission highly praised the overall implementation of the project, particularly acknowledging EED's professional capabilities demonstrated in key areas such as management system construction, procurement strategy optimization, and risk prevention mechanism improvement. Leveraging their profound understanding of international project rules and extensive local practical experience, the EED team has helped the Guiyang Sub-Project achieve significant improvements across multiple domains, fully demonstrating the core value of professional consulting agencies in complex international loan projects.

Following the meeting, the EED team actively responded to the Ministry of Finance's latest policy requirements regarding the conversion of ADB loan currencies to RMB. At the invitation of the Guizhou Provincial Department of Finance and the Guiyang Municipal Finance Bureau, EED promptly organized specialized training sessions. These sessions provided systematic explanations of the loan product characteristics, outlined operational procedures, analyzed conversion gains and losses, and highlighted key risk points for the Guiyang Municipal Health Bureau and several other project teams within Guizhou Province. The training delivered timely and reliable technical support for subsequent debt and foreign exchange risk prevention and control, earning further positive feedback from the relevant departments.

The outstanding performance of EED in the Guiyang project is rooted in its over 20 years of accumulated diverse project experience. The team deeply integrated proven mature practices from previous work—such as aligning with international standards, whole-process management, and risk prevention and control—with the specific realities of the Guiyang sub-project, thereby forming a more instructive project management paradigm. The significance of this framework lies in its long-term value: it not only provides valuable experience for other international cooperation and public health projects in Guiyang but also offers a clear and reliable "roadmap" for the city’s future engagement in other international collaborations.

Moving forward, EED will continue to uphold the service philosophy of "innovation, pragmatism, and efficiency," actively collaborate with the Guiyang Project Management Office to advance key tasks, and provide comprehensive technical support for the high-quality development of Guiyang’s traditional Chinese medicine public health service system, thereby helping Guiyang achieve new breakthroughs in the field of public health.
