On August 25, during the visit to China of Mr. Qutbiddinov, Deputy Chairman of the National Committee on Ecology and Climate Change of the Republic of Uzbekistan, a memorandum of cooperation was formally signed in Beijing among the National Committee on Ecology and Climate Change of the Republic of Uzbekistan, the Central Asian University of Environmental and Climate Change Studies (Green University), and the Energy and Environmental Development Research Center (EED). The three parties will engage in practical cooperation in areas including ecological and environmental governance, green and lowcarbon transformation, talent cultivation, and technology transfer, thereby supporting the implementation of Uzbekistan’s national development strategy, “Uzbekistan 2030.”

This signing represents a concrete follow up action to the intergovernmental environmental cooperation agreement reached between China and Uzbekistan in January 2024. It establishes a higherlevel collaborative platform for both sides in areas such as multilateral financing, technology transfer, and talent development. Under the framework of the MoU, the partners will focus on Uzbekistan’s priority needs for green and low carbon transformation, guided by a core approach of “financing support + capacity building + technology transfer.” They will actively engage with international financial institutions, including the World Bank, the Asian Development Bank, and the Kunming Biodiversity Fund, to expand and diversify funding channels and provide robust financial support for project implementation. The National Committee on Ecology and Climate Change of the Republic of Uzbekistan will coordinate domestic green education resources and multilateral financing linkages, ensuring policy support for project delivery. EED will leverage its professional expertise in full cycle international project consulting, green technology assessment, policy research, and international educational collaboration. In coordination with Chinese environmental enterprises, universities, and research institutes, EED will facilitate the introduction of proven green technologies and equipment to Uzbekistan, while helping to strengthen the country’s human resource development system in the environmental sector.

Looking ahead, EED will take this MoU as a new starting point to continue fulfilling the dual role as a “central bridge” and “professional think tank” in China Uzbekistan green cooperation. EED is also committed to advancing the deployment of cuttingedge green technologies in Central Asia, and to writing a new chapter in bilateral green collaboration through concrete action.
