Project Description:
To accelerate the construction of Liaocheng as a pilot city for energy conservation and emission reduction, successfully complete the national evaluation and assessment of Liaocheng City's energy conservation and emission reduction demonstration, and comprehensively deepen the work of energy conservation and emission reduction in Liaocheng, Liaocheng Municipal Finance Bureau has commissioned EED to carry out technical services for construction of a comprehensive demonstration city for fiscal policy on energy conservation and emission reduction in Liaocheng.

Liaocheng was successfully selected as one of the third batch of national comprehensive demonstration cities for energy conservation and emission reduction fiscal policy, which not only brought historic opportunity for comprehensive transformation and upgrade of economic and social development, but also became an important engine for the city to transform its economic growth model. The Project received an annual allocation of 400 million yuan from the central finance, totaling 1.2 billion yuan over three years as a comprehensive reward.

The services we provide:
In conjunction with the national, Shandong Province, and Liaocheng City's energy conservation and emission reduction policies, as well as the actual situation of Liaocheng City's energy conservation and emission reduction work, EED provideed consulting services for the demonstration city of fiscal policies for energy conservation and emission reduction. This promoted the smooth progress of comprehensive demonstration city construction work for fiscal policies on energy conservation and emission reduction, aiming to achieve the goal of sustainable economic and social development.

In accordance with the energy conservation and emission reduction targets set by the implementation opinions of the demonstration city, key tasks were divided into specific indicators, and an overall work plan for construction of the demonstration city and annual implementation plans were formulated. The plans were adjusted based on actual implementation to meet the annual assessment requirements.

Assisted Liaocheng City in carrying out national assessment and evaluation work for construction of energy conservation and emission reduction demonstration city, established and improved work mechanisms such as project review and supervision, to ensure the smooth completion and achievement of project standards; assisted relevant management departments of Liaocheng City in establishing and perfecting the policy standard system construction, including but not limited to policy mechanisms, monitoring system, project management methods, financial management methods, performance assessment management methods, and assisted in supervising the implementation of relevant systems.

According to the project management regulations, provided technical support for application and review process of typical demonstration project included in the implementation plan, including providing services for the preparation of project proposals, feasibility study reports, environmental impact assessment reports, energy conservation assessment documents, and other related documents.

Organized PMO to carry out a series of related training sessions; Developed project overall work annual assessment and work summary report, and other outcome documents, and assisted PMO in preparing the reporting materials for related reviews and assessments.
