On October 21, Liu Xin, director of Beijing Energy Environment Science and Technology Development Center, was invited to participate in the Knowledge Sharing seminar of the Poverty Reduction and Regional Cooperation Fund of the People's Republic of China, and gave a speech as a speaker on the theme of the opportunities and challenges of "going global" environmental advisory services.
The Poverty Reduction and Regional Cooperation Fund of the People's Republic of China (hereinafter referred to as the "China Fund") is the first trust fund established by a developing country in the Asian Development Bank. After an initial contribution of US $20 million from the Chinese government in 2005, the fund was augmented by US $20 million in March 2012 and US $50 million in July 2017, bringing the total contribution to US $90 million. The Fund serves as a platform and bridge, combining financial support and knowledge sharing, introducing and sharing good practices and replicable advanced models, promoting innovative development, and exploring and benefiting from synergies among the Belt and Road Initiative, the Central Asia Regional Economic Cooperation, the Greater Mekong Subregion Project and other regional cooperation initiatives.
The meeting was organized by the Fund of China. The theme of the meeting was Introduction to IMF Management and its Projects in support of ADB. The expected objectives of the meeting were:
1. Introduce China's fund management and operation to Chinese participants.
2. Raise the awareness of the donor (the Ministry of Finance of China) on the projects supported by the Chinese fund, especially on the overall project principles, implementation arrangements and requirements for Chinese elements.
3. Facilitate dialogue between Chinese institutions and ADB project teams to facilitate future project cooperation.
As the spokesperson, Director Liu Xin shared the difficulties faced by enterprises in "going global" in international projects, the relevant policies of the Chinese government, the opportunities and challenges of "going global" in consulting services, the exploration and challenges of "going global" since the establishment of Beijing Neng Environment Science and Technology Development Center (EED), and put forward the following three suggestions for promoting the "going global" in the consulting industry:
1. The government and relevant organizations actively promote and guide.
2. Financial institutions, Chinese-funded enterprises and consulting enterprises work together to drive Chinese consulting enterprises to "go global".
3, enterprises strengthen their own capacity building, and actively plan the layout.
